ACCESSIBILITY & COMPLIANCE
The State Auditor and Inspector (SA&I) strives to ensure access to our website for all citizens of the State of Oklahoma. To fulfill this goal, SA&I has developed a set of standards for web page design. Our policy is to make government information accessible to everyone.
DESIGN STANDARDS
These standards are influenced by those recommended by the W3C and Access Board Section 508 Guidelines. The Access Board is responsible for developing the standards outlined by the amended Rehabilitation Act of 1998. Where necessary to ensure communication, universal design calls for appropriate use of auxiliary aids and services.
ok.gov and the SAI website have adopted the Design of HTML Pages to increase accessibility for users with disabilities as the primary guideline to meet the objectives of the Universal Access for State Design policy. These published guidelines are maintained by professionals trained in the area of assistive and information technology.
The State Auditor and Inspector’s office embraces these standards and will be evaluating our site on a regular basis, increasing the opportunity for all individuals to access information over the Internet. The Universal Access Design Standards are being integrated into our website and will continue to evolve as new technologies and opportunities emerge.
- A text equivalent for every non-text element shall be provided via “alt” (alternative text attribute), “longdesc” (long description tag), or element content.
- Web pages shall be designed so that all information required for navigation or meaning is not dependent on the ability to identify specific colors.
- Changes in the natural language (e.g., English to French) of a document’s text and any text equivalents shall be clearly identified.
- Documents shall be organized so they are readable without requiring an associated style sheet.
- Whenever the dynamic content changes, web pages shall update equivalents of this.
- Redundant text links shall be provided for each active region of a server-side image map.
- Client-side image maps shall be used whenever possible in place of server-side image maps.
- Data tables shall provide identification of row and column headers.
- Markup shall be used to associate data cells and header cells for data tables that have two or more logical levels of row or column headers.
- The SA&I website will not design any pages with frames.
- Pages shall be usable when scripts, applets, or other programmatic objects are turned off or are not supported, or shall provide equivalent information on an alternative accessible page.
- Equivalent alternatives for any multimedia presentation shall be synchronized with the presentation.
- An appropriate method shall be used to facilitate the easy tracking of page content that provides users of assistive technology the option to skip repetitive navigation links.
- Multiple browser testing will be conducted on the current versions of Internet Explorer and Firefox. Both links are available for download on this website.
DEFINITION OF PERSONALLY IDENTIFIABLE INFORMATION
For the purposes of this statement “personally identifiable information” means any information relating to an identified or identifiable individual who is the subject of the information
PERSONALLY IDENTIFIABLE INFORMATION NOT ROUTINELY COLLECTED
Citizens are not asked to routinely provide personal information to visit Oklahoma websites or to download information. Government agencies may request personally identifiable information from you in order to provide requested specialized services, but such information is handled as it would be on an in-person visit to a government office.
PERSONALLY IDENTIFIABLE INFORMATION AVAILABLE FROM GOVERNMENTAL WEBSITES
Access to personally identifiable information in public records at state and local levels of government in Oklahoma is controlled by Oklahoma Law. Information that is generally available under Oklahoma Law may be posted for electronic access through our site. The IP (Internet Protocol) numbers of computers (servers) used to visit this website are noted as part of our statistical analysis on use of our web sites so we may better design services and improve access to them. However, the site does not attempt to gain personally identifiable information on individual users and associate them with IP addresses
USE OF CONSTITUENT E-MAIL ADDRESSES
E-mail addresses obtained as a result of a request to the state site will not be sold or given to private companies for marketing purposes. The information collected is subject to the access and confidentiality provisions of Oklahoma Code and federal law. E-mail or other information requests sent to the state website may be maintained in order to respond to the request, forward that request to the appropriate agency, communicate updates to the state page that may be of interest to citizens, or to provide the the WebManager with valuable customer feedback to assist in improving the site. Individuals will be provided with the ability to “opt out” at anytime of any communication regarding new service updates.
DATA SECURITY AND QUALITY
The State Auditor and Inspector’s Office is committed to data security and the data quality of personally identifiable information that is either available from or collected by governmental web sites, and has taken reasonable precautions to protect personally identifiable information from loss, misuse or alteration. Any third parties responsible for this information are committed to the same principles, and also are required by contract to follow the same policies and guidelines as the state of Oklahoma in protecting this information. Unless otherwise prohibited by state or federal law, rule or regulation, the individual is granted the ability to access and correct personally identifiable information whether or not the information inaccuracy was accidental or by created unauthorized access.
NON-STATE WEBSITES
Various websites may be linked through the agency’s website. Visitors to those sites are advised to check the privacy statements of these sites and be cautious about providing personally identifiable information without a clear understanding of how the information will be used.
ANALYTICS
The Oklahoma State Auditor & Inspector’s Website utilizes Google Analytics to collect information about the use of this website. Google Analytics collects information such as how often users visit this site, what pages they visit on this website, and what referring site is used prior to coming to this site. We use the information obtained from Google Analytics only to improve the website. Google Analytics collects only the IP address assigned to you on the date you visit this site, rather than your name or other identifying information. We do not combine the information collected using Google Analytics with personally identifiable information. Although Google Analytics creates a cookie on your web browser to identify you as a unique user the next time you visit this site, the cookie cannot be used by anyone but Google. Google’s ability to use and share information collected by Google Analytics about your visits to this site is restricted by the Google Analytics Terms of Use (as amended for government websites) and the Google Privacy Policy. You can prevent Google Analytics from recognizing you on return visits to this site by disabling cookies in your web browser.
